Functions of the Division

EP(CAP) Division deals with export promotion / administrative measures pertaining to four Export Promotion Councils (EPC) under its fold, namely Capexil, Plexconcil, Chemexcil and Shefexil .The division is primarily concerned with the EPCs addressing issues relating to commodities of the 4 EPCs and promoting/boosting exports as well as appraising corresponding imports.

Trade Promotion Activities

EPCs are tasked with hosting/guiding exporters for trade promotional events. The events are organized under the schemes in DoC for this purpose.

MAI – Market Access Initiative

The proposals submitted by the Councils under MAI Scheme are analysed by this Division and recommended to E&MDA Division, DoC for consideration / approval. E&MDA Division, DoC provides Grants to the Councils under MAI Schemes for participation in International trade fairs/exhibitions/Reverse Buyer Seller Meets.

Work Done / Accomplishments
  • EP(CAP) Division, in consultation with the 4 EPCs viz, Plexconcil, Chemexcil, Capexil and Shefexil, regularly seeks issues/concerns faced by the exporters and accordingly, takes up them with the concerned authorities for resolution. The issues raised by the EPCs pertaining to logistics, banking transactions, GST refunds, MEIS claims, courier services, etc. were taken up with the appropriate authorities for its resolution.
  • Regular review meetings were held with the EPCs to sensitize them about the need to develop virtual platform for their exporters so as to continue export promotional activities. Also, to boost the EPC’s morale and appreciate their initiative, many such events were addressed by the senior functionaries of the department on request of the respective EPCs.
  • Nutraceuticals products have been allocated under SHEFEXIL and a new panel under the council has been constituted. This shall augment Nutraceuticals exports from India.
Targeted Areas / Ongoing Tasks
CHEMEXCIL:
  • Inclusion of Chapter 28 and 29 under RoDTEP Scheme / Fix Adequate RoDTEP rates for other value added products like Castor Oil derivatives/ specialty chemicals.
  • On streamlining Pollution/ Environment control Norms and flexibility to change product mix.
  • Inclusion of Chemicals under PLI Scheme to boost local manufacturing under Atmanirbhar Bharat Program.
  • Follow-up for expansion of Interest Equalization Scheme to include more items for Non-MSMEs and Merchant exporters.
PLEXCONCIL:
  • Follow up on Industry concern regarding unavailability of raw material at a reasonable price as well as under deemed exports.
  • PLI scheme for plastics processing industry and / or MSME.
CAPEXIL:
  • Follow up on issue concerning Import of Granite under OGL through Granite and Marble Development Council (GMDC)
  • Resolving Industry concern w.r.t. reduction of value addition in Sawn Timber (HS Code 4407) exports from 30% to 15% in line with Advance Authorisation Scheme/DEEC Scheme
  • NOC to utilize ports for trans-shipment of Fireworks from Sri Lanka and Singapore Government
  • Resolving Industry concern regarding Pre-import conditions on Natural Rubber
  • Take up Industry request for introducing PLI scheme for the Indian Tyre industry
SHEFEXIL:
  • Revision of RoDTEP rates for Guar Splits, ITC(HS) code 07139010 and Guar Gum powder ITC(HS) code 13023230
  • Reinstating the “Prohibited” status to Guar seeds, ITC(HS) code 07133910
  • Promotion of Non-Timber Forest Produces: Creation of HSN for the ‘Others’ category
  • Creation of ITC(HS) codes for Promotion of Botanical/ Extracts Exports
  • PLI Scheme for Promotion of Nutraceutical Exports
